The crisis is now

The perfect is the enemy of the good, as Voltaire noted back in the 18th century. His wise words came to mind when I saw the Vancouver Sun's piece last week on the province's plan to fast-track 90 more modular homes in Vancouver for people living homeless.

The article quotes Danya Fast, a research scientist at the B.C. Centre on Substance Use, cautioning that while it's urgent to act fast to create more housing, modular housing complexes can “actually deepen a sense of uncertainty in young people’s lives, especially when they’re temporary.”

Point taken, as are Liberal housing critic Karin Kirkpatrick's comments that the construction of temporary and permanent housing have to go hand in hand or you're really just warehousing people.

But for anyone toughing it out at a packed and noisy Downtown Eastside shelter or trying to survive in a tent on the street, a little warehousing through the worst of winter and beyond might sound pretty good right now.

I still remember one fellow's painfully insightful comments 13 or so years back when the City of Victoria was putting on one of its first big pushes for tackling homelessness.

We were all congratulating ourselves for a newly announced strategy that would see a certain number of units brought on each year with a focus on the hardest to house - until one of the people with lived experience who had been part of the work noted that he'd be on the street for at least another four years under the plan, if he ever qualified at all.

That stuck with me. Easy for us in our comfortable, warm homes to insist that good things take time and it's important to do things right, but what about all the people who need help tonight?

Homelessness is a crisis. We have become frightenly comfortable with the sight of people living homeless in our communities because it's been like a time-release crisis, growing and intensifying slowly over many years. But at this point, it's a full-blown, in your face crisis for virtually every BC community.

We talk about it all the time, but we also hate talking about it. We make plans to do something, but then we forget, or the government changes, or somebody says wait, I think we need to talk about this more so we don't make a mistake.

Compare those kinds of reactions to the one we'd have if 500 or 1,000 people suddenly materialized homeless and sick in our downtowns tomorrow. 

If the homelessness on our streets right now was from a natural disaster - hurricane, earthquake, big fire - we'd have jumped to it like community keeners to ensure everybody was indoors within 24 hours. 

We'd have done our best to not make mistakes but forgiven ourselves when we did, because this was an emergency and the most important thing was to get people to shelter. We'd have been creative and innovative, with stops in the system temporarily lifted so that we could get things done in a hurry.

And then we'd move to Stage 2, where we would carefully do things right. (That includes stopping the endless flow of people into first-time homelessness, which is the elephant in the room that will wipe out even the most brilliant housing strategy if we continue to ignore it.) 

After that would come Stage 3, 4, 5 or however many stages it will take to fix this daunting, multi-layered disaster of people with insecure or non-existent housing that bad policy decisions, changing times, complex societal factors and stigma have helped to create.

But for the purposes of this metaphor, we're at Stage 1 right now. We're imagining that we've just had an earthquake and it has left thousands of people all over BC needing housing tonight and for the foreseeable future. The fact that the housing won't be perfect right off is not something we'd be worrying about at this moment.

None of which is to criticize the UBC researcher for her comments. It makes total sense that feeling like you've got permanent housing is a major factor in anyone's well-being. But 90 modular homes in short order is way better news right now for the people who end up living in them than would be 90 permanent homes ready two years from now.

This is a crisis. We must act like first responders and address the most immediate problem: No place for people to live. Though just as an ambulance doesn't provide life-saving first aid only to dump a person at the roadside, we certainly can't stop there.

It's community involvement that sets Project Connect apart

For the past two years, I’ve had the honour of organizing the Project Connect service fair for the street community, put on by the Greater Victoria Coalition to End Homelessness.
This year, we saw at least 700 people through the door for the event at Our Place drop-in last Wednesday. They came for help: a new birth certificate, care for their broken and battered feet, a haircut, vet care, a backpack full of useful stuff They also came for food, eating a whopping 2,100 hamburgers and 1,000 hot dogs by day’s end.
I don’t know whether to be delighted or heartsick that the number of people at the event was up by more than 200 this year, or that we served twice as many burgers and dogs. Sure, it’s great to draw a crowd, but I dream of the day when an event for people living in profound poverty fails to attract anybody.
If you’ve done any event-planning, you’ll know it’s a crazy-making activity with a million details to attend to. But when it all comes together, it’s a whole lot of fun, especially when the event is Project Connect. What sets it apart is that it really is a community-wide effort - one that depends on hundreds of people in our region stepping up to make a difference.
Consider, for instance, what it took to be able to hand out 700 backpacks last week.
First, it took the efforts of leadership students at seven local secondary schools to help us hustle up some of those packs - 250 all told. But we needed many more than that, and couldn’t have done it without a generous cash donation from a local businessman and a sweet deal on back-to-school packs offered to us by Wal-Mart and Real Canadian Superstore.
Then we needed things to put in those packs. We wanted to put a dozen or so items in each pack: a new pair of socks, gloves, toque, scarf, deodorant, toothbrush and toothpaste, and other essentials. But that meant collecting almost 9,000 individual items.
For that, we turned to the community. And people really came through.
The Church of the Nazarene bought us 500 pair of men’s gloves. Lambrick Park Church’s “The Place” congregation rustled up 400 toques and 200 scarves. St. Philip’s Anglican Church bought 400 emergency blankets. UM Marketing donated 200 deodorants, 800 razors, and 600 packages of tampons. Save On Foods, Safeway, Thrifty Foods, Lifestyle Market and Costco loaded us up with food.
Workplace donation drives at Telus, Queen Alexandra Society, Victoria Foundation, the Ministry of Housing and Social Development, Royal Bank Oak Bay and Shaw Cable brought us box after box of the kinds of things we needed. So did you - for four days straight in late September and again in early October, members of the public poured into Our Place with armloads of donations for Project Connect.
That all of the above happened was largely due to the efforts of five amazing volunteers I’d gathered around me to help organize the event. My deepest thanks to Gloria Hoeppner, Ruth Simkin, Deb Nilsen, Jill Martin-Bates and Willie Waddell - women who I’ve come to count on whenever the occasion calls for a crack team of volunteers.
The packs wouldn’t have been packed without them. Some 10,000 donated items would have gone unsorted. These women’s vehicles, husbands, living rooms, charge cards, friends and neighbours were all conscripted to the cause, as were mine. But hey, we got things done.
As for Our Place, which hosted Project Connect this year - well, I can’t say enough good things about those guys. Everybody on staff was unfailingly helpful and patient with us. I don’t know where we would have stored our overflowing bounty of pack items, let alone physically done the packing, were it not for Our Place making room for us every step of the way.
What was particularly nice was that anytime someone from our group arrived at the drop-in with the latest load of big heavy things needing to be carried in, at least four or five of the men who come to Our Place would immediately step forward with offers to help. Is there another place in the city where you can count on such gentlemanly behaviour?
And this long list was just what it took to get the packs together. Multiply the effort tenfold for all the volunteers who turned out that day, all the service providers who were there, all the work Gord Fry and the Capital Lions Club put in to help us feed such a big crowd, all the media support for getting the word out.
It was a remarkable community achievement. Thank you.

Government knows how to end homelessness - and it's not arrest

These are times when all ideas need to be on the table, so I’m trying to restrain my impulse to go berserko at the B.C. government for thinking that you can manage homelessness by arresting people.
But really, it’s enough to break your heart. All the effort and thought that has gone into this issue in recent years, all the proven solutions and strategies pulled together by brilliant and informed minds right here in B.C. - and this is what the province has taken away from that? Say it isn’t so.
Housing Minister Rich Coleman has been in the news this week talking about giving police the power to arrest people who refuse to go to shelters over the winter. His early plans turned shelter staff into jailors by forcing people to stay inside, but now he says police would just deliver people to shelters and leave it up to them whether they walked through the door.
The argument will likely play well with many of us in the comfortable class, who shudder at the thought of being out on a cold, wet winter night. Who can blame us for presuming that anyone who’d choose to sleep outside at night must be certifiably insane?
But the truth is that there are all kinds of sane reasons for choosing the streets over a shelter bed.
Sometimes, it’s as simple as not being able to bear the thought of lying on a mat in a big room with 70 or 80 other troubled souls trying to make it through the night in noisy, restless fashion. Or about having no place to leave your cart without all your worldly belongings being stolen by the morning, or another night of waiting in line outside the shelter just to find out there are no beds left, by which time all the good outdoor sleeping spots are long gone.
It’s about having a spouse and wanting to sleep like a couple, or having a pet that you can’t possibly leave outside alone in the cold. When our region’s “cold wet weather” protocol kicks in - and believe me, it’s damn cold and wet before that happens - only one adult emergency shelter, the one at St. John the Divine, welcomes couples and pets.
Then there’s a whole other group of resisters with severe addictions, whose sleep/wake cycles are so completely out of whack that the idea of lying down quietly at night for eight hours isn’t even an option.
Some have mental-health issues that keep them out of shelters, although not many in my experience, and certainly not enough to give Coleman the quick street cleanup he’s envisaging. There’s also a tiny group who would actually choose to live outside no matter what: modern-day hermits, maybe 32 people in all in our region based on the findings of the expert panel that worked on the 2007 Mayor’s Task Force on Homelessness.
Challenging issues, yes. But not insurmountable, as Coleman well knows. The City of Vancouver has had amazing success with such populations using a new kind of shelter piloted late last year. None of it has required arresting people.
The goal of the project was to lure resisters inside by providing shelter with a difference - locked spaces for carts, couples and pets allowed, 24-hour TV room to accommodate the sleepless, the dignity of booking another night before you left the shelter rather than having to line up much later in the day and hope for the best.
The empty buildings used for the shelters were pulled together quickly and on the cheap, with an operating cost of roughly $1.5 million for the three-month pilot. All were located in areas where people were already sleeping.
The plan worked like a charm. More than 500 people who’d previously refused to use shelters came inside within a few days of the shelters opening last December.
A similar solution for the 100 to 150 people in our region who avoid shelters would cost just $750,000 to cover five months of cold, wet weather. Much could be accomplished merely by extending Our Place drop-in hours over the winter and expanding the Cool Aid winter shelter that’s run out of St. John the Divine church.
The vast majority of people on our streets desperately want shelter and housing. But that’s not to say they’re prepared to give up everything of themselves just for one night out of the cold. Arresting people “for their own good” is something that a civil society does with the utmost of care, and only after all other options are exhausted - something that’s most definitely not the case in B.C.
You know what works, Mr. Coleman. Please don’t waste any more time and tax dollars on a plan that fails on every level.

Service day for street community helps prep for winter cold

A service fair next month for people living homeless and in poverty returns for another year with even more on offer for hundreds in the capital region preparing for a cold, wet winter on the streets.
Almost 600 people attended Project Connect last year, an all-day event sponsored by the Greater Victoria Coalition to End Homelessness and its partners across the region. Organizers are preparing for even higher numbers for this year’s, to be held Oct. 14 at Our Place. The popular event, part of Homelessness Action Week (Oct. 11-17), provides one-stop access to a wide variety of services and food for people living in deep poverty and homelessness in our region.
“We bring key community services into the same room for a day and make it as easy as possible for people coming to the event to find the support they need,” says Jody Paterson, who’s co-ordinating Homelessness Action Week activities this year on behalf of the Coalition.
“So we’ll have the street nurses there, and people doing footcare, and help for people needing to get on income assistance, replace missing ID, or connect with the major outreach teams working in the downtown. But we’ll also have haircuts, veterinarian care, acupuncture, resume-writing and a whole lot of food, which means the day is also about helping people have a good time for a few hours.”
Donations of all kinds are most welcome. The Coalition is organizing a backpack drive in local secondary schools, and hopes that every Project Connect participant leaves the event with a backpack filled with donations from the community: socks, gloves, toques, scarves, grooming products, feminine hygiene, toothbrushes and toothpaste, reading glasses.
Please drop off Project Connect donations at Our Place, 919 Pandora Ave., any morning Sept. 21-24, 9 a.m. to 1 p.m. Ask to be directed to the Project Connect volunteers.
The Coalition is also looking for haircutters willing to volunteer a few hours that day, having seen last year that haircuts were one of the most sought-after services. Volunteers in general will be needed to help out at Project Connect and in the coming weeks; contact Deb Nilsen at dnilsen@shaw.ca to get involved. The Capital City Lions Club will return for a second year for a day-long burgers-and-dogs barbecue.
The Coalition is a non-profit community-based partnership of agencies that work together to end homelessness in Greater Victoria. More than 400 people were housed and supported last year through the collective efforts of coalition member agencies, and almost 400 more units of housing and shelter are now underway.

About the Greater Victoria Coalition to End Homelessness:
Formed in 2008, our diverse non-profit coalition is made up of representatives of all key organizations whose work relates to homelessness, including service providers, government ministries, police, funders, the health authority and elected officials. We work to find housing and support for people living homeless using a “housing first” approach, and also to stop the flow of new people onto our streets by addressing the root causes of homelessness.
The cost of people living homeless is estimated at $50,000 annually per person - a total of $75 million a year in our region alone based on an estimated homeless population of 1,500. Housing people and providing the supports they need not only improves their quality of life and community connection, but reduces the enormous social, health, justice and sanitation costs of homelessness.

A few highlights from the past year:
• More than 400 people housed and supported through the collective efforts of coalition member agencies - significantly exceeding the target of 250
• 130 additional rent supplements for our region from BC Housing
• 15 new adult detox/residential treatment beds brought on by the Vancouver Island Health Authority, for a total of 21 in the region
• The forging of a new partnership merging the Coalition and the Victoria Steering Committee on Homelessness, bringing $1.2 million in federal contributions to the Coalition over the next two years.
• Some 367 units of supportive and transitional housing in the works or newly available, including a shelter under construction on Ellice Street and supported housing units on Humboldt and Swift streets

Downtown community finds its stride in running club


It's a grey but dry afternoon, and our little group is on the run -- down to the bottom of Pandora, a sharp left past the "whale wall," onward to the Inner Harbour and beyond. In a city full of runners, we blend in nicely.

But this is no ordinary running club. Based on an innovative program that got its start in Philadelphia two years ago, Victoria's newest running group is for people living in tough circumstance and poverty in the downtown. They run for half an hour twice a week, starting out in borrowed running shoes and working their way toward brand-new ones once they've stuck it out for 15 runs.

"This is my 10th time out, and I'm loving it," says Desi, a middle-aged participant who's new to running. "I hadn't run before other than for the bus, but it's been really good."

The concept for Every Step Counts is deliberately simple: A brief warm-up and a little conversation at the Cool Aid Society's Downtown Activity Centre; a 30-minute run; a quick stretch and some food back at the activity centre to wrap things up. The challenges people have in their lives are left behind for the duration.

"It's an exceptional program. I wish it had occurred to somebody in the medical and mental-health community long before this," enthused one participant with chronic mental illness. "It's very simple, it's very direct -- no psychobabble. I'm a 46-year smoker and am now determined to quit because I want to be able to keep this up."

The impetus for Every Step Counts came from Victoria Foundation executive director Sandy Richardson, who'd heard about Philadelphia marathoner Anne Mahlum and the success she'd had starting a homeless running group in that city.

Mahlum got the idea after running regularly past a homeless shelter during her marathon training. What started out as a few friendly words exchanged with the shelter residents she'd pass every morning eventually grew into the program Back on My Feet, which now operates out of five shelters in the Philadelphia area.

Richardson turned to local Frontrunners business owner and running enthusiast Rob Reid to help get something similar going in Victoria. The foundation, Frontrunners and a variety of other sponsors chipped in for funding and gear, and a part-time co-ordinator was hired in early February and Every Step Counts was launched.

It's very much a collective effort. Reid uses his extensive running contacts to pull together "gently used" running shoes and clothing for participants. Co-ordinator Gillie Easdon makes the food for the post-run snacks. On the day I joined the group for its run, two staff from Cool Aid were taking part, making sure that the slower runners always had company as we made our way through the downtown.

Easdon has her own interesting story for how she came to the job. She's a downtown resident who up until a year ago was more likely to find herself griping about the impact of street issues on her life rather than rolling up her sleeves to do something about them. "I held some ill-informed but common opinions," she says.

That changed when she decided to "get informed" by volunteering at a one-day event for the street community put on last October by the Greater Victoria Coalition to End Homelessness. Project Connect gave Easdon a new perspective on the issues around homelessness, and a desire to do more to help.

A runner herself, she loves seeing participants find their stride through the new running program. The group is now training for the Times Colonist 10K on April 26, with a few participants even pondering the Royal Victoria Marathon in the fall. The participant who'd earlier told me he was grateful for a lack of "psychobabble" says the program has brought him back to running after more than seven years of sedentary, unhappy living due to his struggles with worsening mental-health problems.

"When you're on medication for all of that, you don't get out much, and you start feeling worse and worse because you're not getting out," he says. "It's a negative cycle.

"But these runs are a simple achievement. We've got simple goals from one week to the next. It's all about just putting one foot in front of the other."

Court decision on homeless 'camping' is ticket to real change

So now people can sleep in our city parks, but have to be gone first thing in the morning. Hope somebody at city hall is developing a Plan B, because I sure don’t see that 7 a.m.-curfew stuff working out to anybody’s satisfaction for very long.
Here’s the thing about last week’s B.C. Supreme Court judgment that brought us to this point: It’s one of the most powerful tools to emerge so far as a means of ending homelessness.
Dealing with our problems requires political will, which in turn requires community outrage. The spectre of hundreds of people sleeping in our parks every night - even if rousted by 7 a.m. - will quickly generate all the outrage we need to get this ball rolling at long last. In fact, it has already wrested 85 new beds out of the province, none of which had even been hinted at until the judgment came down.
B.C.’s highest court essentially ruled that because there aren’t nearly enough shelter beds for everyone on our streets, the people who have to spend the night outside have the right to put a tarp over their heads while they’re sleeping. Hardly an extreme position to take.
A smart city would respond to such a ruling by using it to bully and push other levels of government into compliance around making things happen on the homeless front. A stop-gap bylaw that misses the point of the judgment won’t get us far.
With municipal elections coming up next month and a provincial election in the spring, hold your representatives accountable for what they’re going to do about homelessness. I’ve put a few questions on my blog at http://closer-look.blogspot.com that I think are important to ask.

An enormous thanks to all the people who responded to my Oct. 3 column by donating goods and volunteer time to a big gathering we put on for the street community last week.
We saw more than 500 people through the door at the region’s first-ever Project Connect, which I organized on behalf of the Greater Victoria Coalition to End Homelessness. In my column I’d asked readers to help us by volunteering their time and buying some of the goods for the 500 “survival packs” we wanted to hand out at the end of the day.
You came through in every possible way. We ended up with an abundance of everything, including that most precious of commodities: People’s time. You donated socks, gloves, personal products, rain ponchos, blankets, thermal shirts, hats and more, but more importantly you gave us your time to ensure we’d be able to pull the whole thing off.
More than 120 people volunteered that day and in the intense week leading up to the event. I can’t thank them enough for their help, and hope in turn that the gift the event gave them was the chance to meet - with open hearts - the very interesting and often heartwrenching people stuck in the middle of this thing we call “homelessness.”

Thanks as well to the two dozen-plus service agencies and professionals who showed up that day to help people in whatever way they could. We saw an impressive array of services delivered in a single room on a single day. A standing ovation to Gordon Fry and the Capital Lions Club in particular, who served up 1,000 burgers and 500 dogs with astounding efficiency.
It was still just one day, of course, and one day does not a solution make. But what I witnessed that day was a new way of doing business in terms of service delivery, and a powerful way to bring together the mainstream and street communities to work together on addressing the many problems at the root of modern-day homelessness.
We’ll do it again sometime soon, and hopefully again and again. When the day comes that we actually have housing to offer people, a Connect event will be a great way to make that happen. In the meantime, we’re really going to have to build, renovate and hang onto any and all cheap forms of housing, because we simply don’t have anywhere near enough of it to meet the need.
For those who made it happen last week, thanks for a magical day. A special thanks to the street community for their respectful participation, and willingness to share their stories one more time in the hope of bringing about real change.

Donations most welcome for Oct. 16 event for street community

Winter approaches, and my friends on the street are still mostly out in the cold. Our region is trying much harder than it was a year ago to do something about homelessness, but little has changed in the short term for the majority of people living out there.
The good news: Our community now knows what needs to be done, and has the right people in place to do it. As one of the volunteers who sits on the co-ordinating committee of the Greater Victoria Coalition to End Homelessness - the group that grew out of last year’s Mayor’s Task Force - I can assure you that some of the best-connected people with the biggest hearts are getting together regularly to try to work this crisis out.
But all that effort doesn’t mean much in the here and now to the 1,200 or so people heading into another long, wet winter. For them, it’s bundle up and wait, because another year has come and gone and they’re still stuck out there.
I’ve written a lot about homelessness this past year, and heard from many readers who wanted to help. OK, here’s an opportunity. I’m organizing an event for the street community Oct. 16 on behalf of the coalition, and we’d like your help in making it a great day for people.
We’re calling the day Project Connect. Partly it’s about drawing in people from the street community to share their frustrations and ideas for change with coalition members, and partly it’s about just putting on a really nice service day for a group of folks who don’t get many breaks. In bigger cities like San Francisco, similar “connect” events are held as often as every other month.
This is the coalition’s first such event, and it’s looking like we’ll have at least a couple dozen different services available to people that day. They run the gamut: haircuts, acupuncture, dental care, help with ID and income assistance, free pet food, outreach nursing, dog licences, job information. We’ll have a whole lot of good food happening as well, and hope to be handing out “survival pack” of socks, gloves and other essentials to everyone who participates.
It’s not even close to a solution for homelessness, of course. A pair of dry socks provides little more than a few hours of reduced discomfort on a rainy fall night.
But here we are on the edge of another winter, and socks are better than nothing. Until we figure out how to give people homes, we’ll have to settle for giving them a heck of a day, including a bag of stuff to take away that might at least knock the edge off their misery for a little while.
Rev. Al Tysick has told me to brace for as many as 500 people at Project Connect. The coalition would like every one of them to leave feeling listened to, well-fed, hooked up to services, and perhaps just the smallest bit better prepared to face down another hard winter.
We’ve got some money for the event, thanks to the support of partners like the United Way. We need it to cover our food and venue costs that day.
But putting together 500 survival packs is simply too big an order for our small budget. So I’m asking readers to consider sharing the load by buying some of the items needed for those packs.
What are we looking for? Things to meet people’s immediate needs: new socks, gloves and scarves; rain ponchos, grooming and personal hygiene products (tampons!); cosmetics; hand sanitizer; treats such as candy and chocolate.
We’re asking for new items only, because new would be a lovely surprise for a group of people who get by exclusively on castoffs. Put Langford 'vision' to work on homelessness

Mayor Stew Young and his council have much to be proud of in the transformation of Langford over the years. They’ve helped create an attractive, well-serviced town out of a place that not so long ago was more likely to be the punch line of a bad trailer-trash joke.
Councillors, take a bow. Municipal staff, you too, because you’ve proven the worth of a fast and efficient civic bureaucracy that knows how to get things done.
But the greatest test of Langford’s visionary capability is still to come. As the City of Victoria can woefully attest, the gentrification of a community inevitably strips away its ability to hide its social problems. Once you’ve torn down the bad part of town, there’s no hiding anything anymore.
Can we anticipate that Langford will be ahead of the curve in dealing with those coming challenges, too? So far, the verdict is still very much out on that front.
On the one hand, Langford has established civic policy that has already led to the creation of 30 affordable new homes that are selling at half the market price. That’s a brilliant move.
On the other, the municipality appears to be walking into emerging street problems with the same tired strategies that have been tried to no avail in one Canadian city after another.
Those cities can attest through painful first experience that Langford’s attempts to crack down on urban “campers” and sue the family of some kid with a prolific graffiti record simply aren’t strategic actions in terms of preventing social decay.
We’ve got two decades of experience right here in B.C. as to what happens when you try to deal with social problems solely by getting tough. Short answer: You spend a lot of money to little effect, and your problems multiply exponentially in the meantime.
Leave the whole mess long enough, as has happened in Vancouver’s Downtown Eastside, and you end up with a tragic wasteland where a lively downtown used to be. The situation isn’t quite so grim in downtown Victoria, but it’s still a pretty telling example of what can happen when a city gets things wrong around homelessness.
I would have thought a guy as clever as Stew Young would know that you can’t police social problems out of existence. Cities have been testing that strategy for well over two decades now. You only have to look at the significant rise in homelessness during that same period - at least tenfold in our region alone - for proof that the strategy doesn’t work.
The gentrification of a community is obviously a noble undertaking. Seedy crack shacks and a string of dilapidated rental properties aren’t anybody’s idea of pretty.
But with gentrification comes the razing of the last remnants of housing that poor people can still afford. Rough-looking streets of neglected duplexes and sagging houses give way to high-end condos and snazzy townhouses, with nary an impoverished renter in sight.
You can see where that practice inevitably leads, especially when nobody’s making any effort to replace the cheap and easy housing that’s being lost. Add in the damage done to the social-safety net by years of cuts and offloading at the provincial and federal level, and you’ve got the recipe for social mayhem.
What’s a municipality to do? First and foremost, see it coming and plan for it.
Countless U.S. cities have walked themselves into major street problems in decades past. Their well-documented failures stand as stark warning to modern-day communities hoping to avoid the same mistakes. OK, Langford is no New York City, but the determinants of homelessness are the same all over the world, and here’s simply no excuse for a community to stumble blindly into urban decay anymore.
I would have expected Langford to be watching and learning from Victoria as the mistakes piled up into an outright homeless crisis in the capital’s downtown. Stew Young needn’t look far afield for a reminder of what can happen when a city tries to deal with homelessness as an offence rather than a troubling social phenomenon.
Were I the undisputed king of Langford, I’d be working on having at least 10 permanently subsidized and supported units of housing built into every new development. I’d be trying to engage the town youth in something more fun than spray-painting other people’s property. I’d be out there with the same kind of innovation that Langford has shown on so many other fronts, building homes for the homeless without a minute wasted on chasing them from place to place.
Come on, Stew. You’re the man with the plan. Show us you know how to build a great community as well as a town.

Little things mean a lot in halting a fall

Everybody stumbles in their life. Most of us will bounce through any number of ups and downs over the course of a lifetime, some of it the result of bad choices and a lot of it for no obvious explanation other than bad luck and lousy circumstance.
I suspect that’s why I’ve got a thing for issues like homelessness. I’ve seen my share of bad luck and lousy circumstance - nothing on a grand scale, but enough to help me see from an early age that life can hold some rough surprises. As the late John Lennon so eloquently penned, “Life is what happens to you when you’re busy making other plans.”
Fortunately, every object nudged over the brink of the abyss is not destined to plunge non-stop to the bottom. Any number of things along the way can break the fall. The researchers call them “protective factors,” but what they ultimately come down to is having people in your life to catch you before you fall any farther.
It’s a role that family is intended to play, and certainly did in my life. But what if they don’t - or won’t? That’s where community service agencies shine as a kind of substitute family, breaking people’s falls with any number of small interventions before they plunge any further.
Consider the potentially disastrous fall of a young man named Jason, a 30-year-old dad who got injured on the job. Partway through his claim, he had his compensation cut in half to $400 a month, and suddenly found himself unable to make the rent. Poised to get joint-custody rights of his two-year-old son, Jason faced losing it all if he lost his housing.
Enter the Burnside-Gorge Community Association, one of a number of family-serving agencies in the region that play a vital role in catching people on the way down.
In Jason’s case, they gave him a crisis grant for the balance of April’s rent and walked him through all the papers needed for subsidized housing. Then they got him a place he could actually afford in just a week. They gave him a $2 lunch whenever he felt like dropping by. And in no time flat, Jason got things together again.
“If I’d have lost my house, I’d have lost my son - and I’d just gotten him back,” says Jason, who describes his Burnside-Gorge outreach worker as “a little angel on my shoulder through the whole thing.”
For a former Hamilton woman, the descent began with a cancer scare and the growing needs of her two children. The woman - we’ll call her Charlotte - was worried about her health and exhausted from being a single, working parent of two special-needs children. She figured she’d wrap up her seven years in Victoria and return to Hamilton to get more family support, including from the children’s father.
Things didn’t work out. The children hated their school, and were routinely teased and bullied. The family was unprepared for the behavioural problems in Charlotte’s children.
But she had spent every last dime of her savings getting to Hamilton, and couldn’t afford a second cross-country move to get back to Victoria. For 18 months, she and her kids toughed it out in Ontario. Then she and her ex-husband struck a deal: She’d return to Victoria, stay with a friend, and then put in four months at whatever job she could find to get back on her feet. He’d keep the kids in Hamilton until then.
Three weeks after her return to Victoria, however, her ex had given up and the children were back with Charlotte. Sharing a tiny basement suite with a friend up to that point, Charlotte and her children suddenly had nowhere to live. The three of them ended up spending a month in a Victoria transition house, with no clear plans for where they’d go after that.
Enter Burnside-Gorge once more, this time with a damage deposit for a rental house for Charlotte and the kids. She’d gotten her old job back by then and had money to cover the rent, but wouldn’t have been able to get the place without that damage deposit.
“I really didn’t know how I was going to come up with it,” says Charlotte. “Getting the damage deposit was a real turning point for me. I had no idea the Burnside-Gorge program even existed before that. Now that the kids and I are in a more stable situation, I want to find a way to give back.”
Score two for little miracles.

Welfare outreach puts workers where the homeless are

Wendy Sinke remembers wishing the cameras were there one rainy afternoon a few months into her new job.
She was on a downtown sidewalk, balancing an umbrella over her homeless client’s scooter so he and her laptop wouldn’t get wet while he filled out the income-assistance forms she’d brought him. Sinke figures a photo would have been worth a thousand words at that moment as a symbol of changing times.
An outreach worker with the Ministry of Employment and Income Assistance (MEIA), Sinke is part of a new government strategy that ends years of trying to get everyone off income assistance, and instead aims to get a few more on it. The program was launched on the Island last fall after highly successful pilots on the streets of a few small B.C. towns two years ago.
Sinke works with Victoria’s new multi-disciplinary outreach team, which grew out of the 2007 Mayor’s Task Force report on homelessness. Her role on the team is to find people living on the streets who ought to be on income assistance, and make it happen.
Most of the people she’s dealing with have mental illness. Many have a deep and long-standing distrust of government. The major challenge is in developing that trust, says Sinke.
“I definitely don’t go around announcing, ‘Hi, I’m Wendy from the government,’” says Sinke. “Even when I get them on income assistance, they may not always know I’m with MEIA.”
MEIA has had outreach offices for 12 years, including the Downtown Outreach Service on Cormorant Street. But what’s new about Sinke and her co-workers is that they’re now going out to find people rather than just waiting to be found, and speeding them through the process.
The ministry’s outreach workers have also been given more flexibility around policy - an essential change in terms of working successfully with folks who wouldn’t be able to make their way through the system otherwise.
If somebody doesn’t have identification, for instance - a universal problem for those living in the chaos of the streets - Sinke can not only help them fill out the application forms, but offers to keep their ID safe at her office if they want. She can even skip the ID requirement altogether if a street-serving agency can verify who the person is.
“A group of outreach workers meet every Monday morning, and everybody there knows the street clients,” says Sinke. “So if someone from that group calls to tell me that John Smith is in their office right now and could I come down, I’ll be pretty darn sure that’s John Smith.”
B.C. income assistance is divided into two portions, one for shelter and the other for support. Until they find housing, people living on the streets can’t qualify for the shelter portion - currently $375 a month for a single person. But they can collect $235 a month in support, and up to $532 if they’re considered disabled.
Sinke divvies up her clients’ monthly stipends into weekly payments if they request it, which helps them make their money last while also avoiding the month-end welfare spending splurge known on the streets as “Mardi Gras.”
Sinke’s previous job was working at the Victoria Transition House. That gave her an understanding of societal prejudices as relevant for people on the streets as they are for women fleeing domestic violence. Why a person can’t find their own way off the street is as complex a problem as why a woman stays with an abusive spouse, she notes.
With people on the streets slowly becoming more aware of MEIA’s outreach program, the next big challenge is to make sure service providers know about it, says Sinke.
Under pressure from two consecutive governments, B.C.’s income-assistance caseload as a percentage of the population has fallen by two-thirds since 1995 - from nine per cent of British Columbians to three per cent. Service providers have understandably come to believe that many clients don’t stand much chance of qualifying.
But things have changed, says Sinke: “Unless you’re 18 and fresh out of high school, there are enough exemptions now that nobody needs to be denied.”
The changes are small but significant, and urgently needed as part of the strategy for ending homelessness. Sinke sees the proof of that in her caseload files: In the last five months alone, she’s helped find housing for 12 of her clients.
“These were absolute street people, with long histories of living on the streets. Many of them didn’t even want housing when I first met them,” says Sinke. “That just shows how well this program works.”

Pick a project to move us off the "stuckness"

We’ve got the motivation. We’ve got the ideas. We’ve certainly got the money, and all the knowledge we need to fix the problems taking root on B.C. streets.
So why don’t we? That’s the million-dollar question - or the $852-million question to be more precise, which is roughly what it costs British Columbians every year to ride herd on the 15,500 people living on our streets. With the Olympics a mere two years away at this point, I would have expected urgency tinged with panic to have reached the highest levels by now, and yet it never seems to.
Richard LeBlanc calls it “stuckness.” He should know, given the challenges he has faced trying to set up a therapeutic community on the old Woodwynn farm in Central Saanich (http://www.createhomefulness.com/home).
“There’s a grand stuckness in Victoria,” says LeBlanc, who I first got to know several years ago through his highly successful Youth Employment Program. “We need to pick a project like Woodwynn - or any project, really - to get through it. Let’s pick one we feel passionate about and get past this.”
LeBlanc says he has been overwhelmed with support for his project, modelled after Italy’s famous San Patrignano therapeutic community. He recalled one two-minute trip through an office building that turned into a 45-minute meander due to so many people stopping him along the way to tell him how much they supported what he was doing.
Central Saanich council dealt the project a significant blow in February by nixing institutional or residential use of the property before LeBlanc had even presented to council. But LeBlanc would rather sort that challenge out than go find another piece of land - a lengthy and potentially futile process at the best of times in our region, and a major contributor to stuckness.
“If not here, where? If not now, when?” asks LeBlanc. “If you pick a new property, nine to 12 months from now we’ll be finished with due diligence and be back in the exactly same place as we are right now - and a year later.”
LeBlanc and I got chatting about Woodwynn a couple weeks ago over coffee with Ray Howard, who’d brought us together to talk about his own dream to do something with the five decommissioned BC ferries that are coming out of service in September. Howard wants to use them as floating treatment centres for people with addictions, and even has a low-profile spot picked out in Saanich Inlet where the ships can anchor.
Howard says everyone’s first reaction is to scoff, then declare that it can’t be done - but really, why couldn’t it? It’s an interesting idea.
As is LeBlanc’s project. As is a bottle depot similar to Vancouver’s United We Can, designed to work with, train and hire the “binners” out there who earn a living redeeming the bottles and cans we can’t be bothered to return. (There’s even a depot licence available in Victoria right now.)
All sorts of innovative projects are out there waiting to be tried. They’re going to require us to take a chance on doing things differently, and to stifle that automatic “No!” that rises to our lips so easily in this region. In my opinion, no idea should be considered too wacky to dismiss out of hand, because nothing could possibly be wackier than leaving things as they are.
But all the ideas in the world won’t get us far if we stay stuck. Let’s do something big, bold and dramatic for a change, and prove to ourselves - and the world that will soon be on our doorsteps - that it’s possible.

Speaking of saying no, the Capital Regional District was none too happy about my column last week about separating out returnable bottles and cans so that binners can benefit from some of the $18 million in deposits that go unredeemed in B.C. every year.
The CRD contract with Metro Waste - the company that buys the recyclables collected through the blue-box program - is based on three to four per cent of the “container stream” being redeemable containers, says a CRD spokeswoman. In other words, the CRD got a cheaper deal by telling Metro they could count on people like you and me to put at least some of our redeemable bottles into our blue boxes, which Metro then takes in for a refund.
With all due respect to the CRD, I’ll do as I choose with the deposits on my redeemables, and eagerly await word of other ways to put our forfeited deposits to work on social fronts. In Vancouver, a pilot project to collect workplace bottles and cans is generating funds for the United Way.
B.C.’s redeemable containers are managed by non-profit Encorp Pacific, and our unredeemed deposits are its major revenue stream. But Encorp has the means to make up that revenue elsewhere, says spokesman Malcolm Harvey, and would be happy to see deposits being rerouted to help binners.

Redirect bottles and cans to binners

We tend to look for big solutions to big problems. We all want that “magic bullet” that’s going to fix everything in one single, brilliant stroke.
But of course, there isn’t one. Whatever the issue at hand - global famine, rising obesity rates, a relentless rise in poverty in our communities - the truth is that every big problem is in fact just a dense thicket of small ones, all needing to be solved one by one.
So no magic bullet, then. No sexy instant cures. No one-fell-swoop solutions. Just the hard work of tackling a host of small problems one at a time.
Ignore that important fact, and nothing gets resolved. Here in B.C., alarm grows on all fronts that more than 15,000 British Columbians are now living on our streets yet the years pass and nothing seems to change.
Woodwyn Farm proponent Richard LeBlanc calls it “stuckness” (more on that next week). I suspect it’s about waiting for that magic bullet, when in fact the actual magic is in seeing that the key to dealing with any Big Problem is to address the myriad small problems at its core.
What can one person do to make a difference? I’m asked that all the time. As a member of the co-ordinating committee of the Greater Victoria Commission to End Homelessness, I can tell you that what’s being talked about there is the need for a Web site where people in our region can connect with like minds and innovative projects, and learn more about what has proven effective in other cities.
The Web site Our Way Home is a good start (http://www.ourwayhome.ca), but is not yet the interactive hub for ideas that people are looking for. So for today let’s consider just one simple and small thing that we could all start doing immediately: Change our recycling habits.
If you’re like me, you buy a lot of beverage containers without getting around to returning them for a refund of your deposit. Recycling them in your blue box diverts the containers from the waste stream, but that deposit you paid never does get returned. Deposits on beverage containers picked up in our blue-box program go unredeemed.
The accumulated deposits on all those unreturned cans and bottles in B.C. added up to almost $18 million in 2006. In fact, unredeemed deposits are the single biggest source of revenue for Encorp Pacific, the non-profit started by government in the mid-1990s to manage B.C.’s bottle returns. Something as minor as bagging your refundable cans and bottles separately from the rest of your recycling would put that money into the hands of what are probably thousands of street-level recyclers in B.C.
I’m sure Encorp would be unhappy to lose the revenue stream, but that’s hardly the point. You and I paid for those bottle deposits fair and square when we bought our beverages, and I certainly feel no qualms about exercising choice around who gets the refund that I’m choosing to forfeit.
In Vancouver, the highly successful business United We Can proves what can happen just by shifting our thinking on this one small front. Drive past the Downtown Eastside social enterprise on any given day and you’ll find a lineup of homeless people pushing shopping carts stacked high with empty containers into the UWC bottle depot. The program puts a few bucks into their pockets on a steady basis, and diverts a significant volume of cans and bottles that would otherwise be headed for the trash.
The 13-year-old business has grown to the point that it now employs 24 full-time workers, most of whom came from the streets. In 2006, it launched a new project that paired “binners” - people on the street who dig through garbage bins - with restaurants and other businesses that generated large volumes of returnable bottles. The binners were trained, matched with a business, and provided with one of 50 specially built collection carts known as UBUs (Urban Binning Units).
Will any of it solve homelessness? No, but it all counts. We’re not going to buy our way out of more than 25 years of flawed public policy just by handing over our bottles and cans to people on the street, but it’s one small step in the right direction. And with $18 million in unredeemed deposits up for grabs province-wide, it’s not even such a small step.
One word of caution before you begin: In our region, it’s illegal for anyone but you or the Capital Regional District to go through the contents of your blue box. To get around that, I sort my refundable containers into a separate bag and hope that will suffice in protecting the enterprising recyclers in my neighbourhood from being charged with theft.
